EORI (Economic Operators Registration and Identification) is a unique identifier required for economic operators carrying out customs activities in the European Union, including many import, export and transit procedures.

Import VAT, customs duty and, for certain goods, excise duty may apply. Rates depend on factors such as the commodity code, customs value, origin, tariff measures and the tax rules applicable to the goods. They should be checked for each specific shipment rather than assumed from a general percentage.

Common documents include the customs declaration data, commercial invoice, packing list, transport document such as Bill of Lading or CMR, and, where relevant, certificates of origin, licences or other supporting documents.

T1 external transit is generally used for non-Union goods moving under customs supervision while import charges are suspended. T2 internal transit is used in specific situations to preserve the Union status of goods while they move through or to territories covered by the transit rules.

A 0% VAT rate may apply when the relevant VAT conditions are met and there is appropriate evidence that the goods have left the EU. A correctly completed export declaration and customs exit confirmation are key elements of that evidence, but the tax treatment should be assessed for the specific transaction.

While goods remain under the customs warehousing procedure, import duties and VAT are suspended. This can defer the payment of import charges until the goods are released for free circulation or allow them to be re-exported without being imported into the EU market.
